This report was prepared at the request of Thomas W. Ten Eyck, Director of Natural Resources of the State of Colorado, by a subcommittee of Governor John A. Love’s Oil Shale Advisory Committee, known as the “Special Committee on Economics of Environmental Protection” (SCEEP).
